There are lots of places to buy a small block. You could try your local junk yard, or there are lots of companies that make aftermarket small blocks for performance.

You can get a crate motor from your local GM dealer or get one from any auto parts store. Both options come with a warranty.

You didnt say what your looking for but you can get used ones from local junkyards, craigslist, ebay..

New crate engine from summit racing, jegs, jim pace, gm performance parts, jasper engines, or local chevy parts dealer.

You can get a rebuilt one from any auto part store like auto zone, advance auto, napa, etc

I think targetmaster long-blocks (brand new GM 3 year warranty) are only around $1400

You can get GM Goodwrench engines via the dealer and they come with a 3 year 100,000 mile warranty that is good whether you have the dealer install the engine or you or someone else installs it.
